Test on fixed mapping

     I = ISFIXED(W)
     ISFIXED(W)

True	if the mapping type of W is 'fixed' (see HELP MAPPINGS). If called
without	an output argument ISFIXED generates an error if the mapping type
of	W is not 'fixed'.
